Minutes of Meeting
22 June 2005

Minutes from Previous Meeting: Minutes were agreed.
Matters arising from Minutes:
Micháela reported that the Capita evaluation of the Victims Core Funding Scheme is now complete. The executive summary of this report will be available on the Community Relations Council website from July.
Officers Reports
Joan Clements
Joan is currently carrying out verifications on completion of year 2 spend on core funded groups. This should be completed in the next few weeks. Support work is ongoing. Joan gave the committee a summary of work and projects that is currently being carried out by groups.
Carers research – two more groups have requested to become involved in this research and it has proved to be extremely successful throughout Northern Ireland and there has been a high level of interest developed throughout the sector.
Joan updated the committee on the progress of the Ely Centre.
Brian Mullan
Brian has also been carrying out verifications and should have these completed by the end of June. Contracts for continuation of Core Funding have all been received with the exception of one. Brian also provided a summary of recent work and projects carried out by groups funded under the Scheme.
Carol Taylor
Carol updated the committee that in her new role she has been busy meeting groups who have applied to the Development Grant Scheme. Carol indicated that there is currently a high number of applications received due to the scheme having been closed for three months with a lot of applications for summer activities.
The conference report is in progress and should be available by the Autumn. A letter regarding information seminars for groups have gone out to consultation asking groups to define which particular issues/themes they would like to move forward. The seminars should resume in September.
Victims Unit Consultation on Future Services for Victims & Survivors
Micháela provided a draft report in respect of the Council's response to the consultation alongside a reply questionnaire for committee members. Micháela gave a summary of the proposals and main features contained within the consultation and CRC's response. It was requested that committee members read the response and provide a reply by Tuesday 28th June 2005. Comments can be returned by post or email. Committee members were also directed to the Reshape, Rebuild & Achieve and the current consultation document for information purposes.
Action: Comments from committee members by 28th June.
Movement of Budget Headings
Micháela raised a paper to Committee which proposed that Officers be issued with the authority to allow 10% virement within budget headings under the core funding scheme. This will not alter groups original award but allow some flexibility to their running costs. This recommendation originated from the Capita Evaluation report of the Scheme. Until now the policy adopted by CRC committee was that of no virement across budget headings. Decisions were requested on the following principles:

Special Requests from Core Funded Groups
Much discussion took place on these special requests. All special requests from groups have been deferred to ensure committee has sufficient information to make decisions.
Small Grant Application:
Lenadoon Community Counselling Project requested up to £10,000 towards sessional counselling to reduce the large number of clients currently waiting to receive counselling.
Decision: Approved subject to conditions that will be set out in the letter of offer and related agreement forms.
