Core Funding Committee (Victims + Survivors) Groups

1.         Introduction

Mr Devitt confirmed that if any one group has in total public funding up to £250,000, then they will be subject to an independent Economic Appraisal.  This advise is in keeping with CRC's policy.

2.         Review of Applications

Mr Cousins went through the list of groups that had been considered.  Committee agreed to review all decisions in order that they were content with decisions made.   

2.1       The list of groups which were allocated funding were agreed by committee members and the following decisions were made:

Aisling Centre

Committee considered all application materials and were agreed that the proposal met the Scheme criteria.  As such funding was agreed as highlighted in officers recommendation

2.2       A number of groups were discussed in particular by the Committee:

East Belfast Victims Support Group, Omagh Support & Self Help Group and Rural Health Partnership

These are all relatively new groups in terms of their capacity.  It was agreed that since they did not meet the threshold they would receive development support through the Assessment Officers and would be directed to the small grants scheme.

HURT and PAIN

It was agreed that these two groups would be deferred as they are currently engaged in an audit process commissioned by the NIO, further information will be sought from the NIO.

3.         Communication to applicants

It was agreed that all groups will be informed in writing as to the outcome of their application.  Groups that were not allocated funding will be given clarification on the reasons they were not successful. 

It was agreed that all groups will be informed of the review process. 

3.         AOB

3.1       Clarification was sought since some group's core funding from the last Scheme does not terminate until June 2003.  Ms Mackin asked Ms Todd if the total amount for these particular groups was up to 2 years or 2 years in full.  Ms Todd confirmed that it was 2 years in full from the date of the termination of the last scheme.  Ms Mackin advised that this would need future discussion since CRC's Assessment Officers contracts terminate in December 2005 and this does not coincide with the end of the scheme.  It was agreed to discuss this issue at a later date.
