Minutes of Core Funding Scheme for Victims + Survivors Committee

The Committee received presentations by:
Micháela Mackin CRC on the "Who, What, When, Where, Why and How" in respect of the Core Funding Scheme for Victims + Survivor Groups.
Sarah Todd VLU in respect of "From the Evaluation to the Core Funding Scheme".
Brandon Hamber & Sue Williams Clio Evaluation Consortium in respect to the Evaluation of the previous Core Funding Scheme for Victims + Survivor groups and "How we got to where we are now".
Fiona Cassidy "Legislative Issues" and John Kremer "Equality & Section 75".
The committee then formally convened to consider to issues for decision.
Late Submission of application - should it be considered or rejected? CRC guidance was not to process the late application. Much discussion took place regarding the impact and implications of including or excluding the application, which was received on 20 January 2003. The closing date was 17 January 2003. The consensus of the committee was that the late application should not be processed. It was also agreed that advice would be offered with regard to submission of applications (same day delivery facility with Royal Mail), the Victim/Survivor Groups Development Grant Scheme and the review process in respect of the Core Funding Scheme for Victims + Survivor groups.
Information Seminars - non-attendees. CRC guidance was to process applications from those groups that had not attended an Information Seminar. Some groups had indicated an intention to attend the seminars but circumstances had prohibited the groups' nominated member from attending. Following discussion on the issues involved the consensus of the committee was that these applications should be processed as normal but that the groups should receive details of the information seminars.
Action: Officers to take groups through guidance notes.
A sub group was established to develop a process to help assist with the allocation of funding from the Scheme. A sub group comprised of: Marie Hêlêne Knox, Caroline Wilson, Sheena Funston, Fergus Devitt and Sarah Todd and they agreed to meet on 19 February 2003.
