MINUTES OF THE EUROPEAN COMMITTEE MEETING OF THE COMMUNITY RELATIONS COUNCIL ON 27th June 2006   AT CRC OFFICES, 6 MURRAY STREET, BELFAST

 

01         PRESENT:

04         GENERAL BUSINESS

Members were welcomed and apologies noted.  Minutes of the last meeting were agreed.

05         MATTERS ARRISING      

Committee thanked Eileen Gallagher for agreeing to join the EU Committee for the next two meetings (to assist in the assessment and decision-making process).

06         PROJECT UPDATES:  CROSSFIRE TRUST AND WESTWAY PRODUCTIONS/CHANNEL 4

05/0666/029970            Crossfire Trust

Members were advised that Crossfire Trust were awarded £160k (at the EU Committee Meeting on 7 & 8th December 05).  The group has advised that due to organisational difficulties they are unable to deliver the project as originally proposed.  Attempts to explore different mechanisms (alternative host organisation) in order to deliver the project have proved unsuccessful.  The group has therefore had to decline the Measure 2:1 award offer.

05/0587/031098            Westway Film Productions/Channel 4

Members were advised that Westway Productions/Channel 4 was made an award offer (in principle) of £200k at the EU Committee meeting in December 2005 on the condition that they could source match funding of £250k (within 6 months) by end June 2006. Westway has informed CRC that they were unable to secure match funding for the project and also advised that they had concerns about their organisational capacity in the bureaucratic roll out (structure, procedures, payments etc) of the Peace II Extension Programme.  For the reasons outlined the group has therefore had to decline the Measure 2:1 award offer.

Committee were advised that the budget available for the 2nd tranche of Measure 2:1 Project Funding (decisions to be taken at an EU Committee Meeting on 7th July 2006) was c£1million.

It was agreed that all of the applications listed below received a score of at least 13 in each of the essential criteria and should move to Stage 2 Assessment.

Committee were briefed on the quality of the applications received under the 2nd tranche of Measure 2:1 Project Funding.  They were advised that despite efforts from staff (provision of detailed guidance notes, developmental support through assessment meetings, detailed supplementary questions etc) many applicants failed to take full advantage of the assistance offered and the opportunity to improve the quality of their application/proposal.  Committee and staff recognised the need to discuss ways of improving the quality of applications received.

  • Date for the next meeting was agreed as Friday 7th July at 9am in CRC Belfast Office (Stage 2 decisions to be made at this meeting).
